The song does not appear to be in any specific Raga. The truth is that there are many beautiful and melodious songs, both old and new, which cannot be slotted into any Raga. In fact there are many songs that are known to be largely based on one Raga, but the composer has added some Swara not permitted in the Raga, and made the melody even more beautiful. In fact I think there are very few songs which are purely based on the textbook definition of a Raga.

Tumhari zulfo ke saye me sham krlunga Rafi saheb which rag
Beautiful song! It can be classified as a mix of Khamaj and Pahadi - mishra Pahadi or mishra Khamaj perhaps. It has all shuddha swaras, with a touch of komal nishaad at a couple of points. As I have said before, very rarely can a film song be slotted into one single raga, following all the rules of that raga. Many melodious songs cannot be classified into any raga.
